Steps: Create Student Registration-Based Fees

Create:
You can use registration-based fees:
  • To charge students based on the total number of units they sign up for each term. Example: Charge students 100 USD per unit. Workday:
    • Doesn't include courses that already have course fees in the total units for these registration-based fees.
    • Includes courses with additional fees on top of tuition, as long as they don't also have course fees.
  • For prebilling, to charge expected tuition for full-time students before they even register for classes. This helps with payment plans and billing sponsors before registration.
You can optionally configure your registration-based fees to either:
  • Use eligibility criteria.
  • Assess each registration independently.
  1. (Optional) Access the
    Maintain Institutional Student Financial Options
     task.
    When you plan to assess each registration-based fee as an initial charge, select the
    Enable Assess Each Registration Independently
     check box.
    Security domains in the Student Financials functional area:
    • Manage: Student Charge Processing
    • Set Up: Student Charges
  2. Access the
    Create Student Registration-Based Fee
     task.
    Security:
    Set Up: Student Charges
     domain in the Student Financials functional area.
  3. As you complete the header section, consider:
    Option Description
    Student Charge Item
    Select a charge item that you're not using in any other charge origination, such as in a course fee or as a charge item assignment.
    For prebilling, Workday uses the due date rule on a charge item. When the due date rule uses the course section start date, Workday uses the academic period start date.
    Assess Each Registration Independently
    (Optional) After you've enabled the functionality described in Step 1, you can select this check box to assess each fee as an initial charge. Example: You need to assess registrations separately when students repeat a course 3 or more times.
    Notes:
    • This option limits your registration-based fees to only 1 tier.
    • You can't use this check box with the
      Eligibility Criteria
       feature.
    Eligibility Criteria
    (Optional) Select or create criteria for eligibility.
    Your calculations should both:
    • Be instance set comparison or logic calculations.
    • Include reference report fields from the
      Course Section Definition
       business object so you can define the specific registrations to include.
    You can't use this function with the
    Assess Each Registration Independently
     check box.
  4. Add a row in the
    Fee Tiers
     grid for every range of units that you want to calculate different rates for.
    Example: Add separate rows for charging students registered for:
    • Prebilling
    • Fewer than 12 units at 1,000 USD per unit
    • Twelve or more units a flat fee of 12,000 USD
    As you configure the fee tiers, consider:
    Option Description
    Maximum Units
    Enter either a:
    • Number that defines the upper boundary of the tier. Example: When you enter
      6
      , the next tier begins with
      7
      .
    • 0
       for prebilling functionality. When using this functionality, Workday starts assessing at the charge assessment schedule start date for that academic period.
    Calculation
    To charge students that fall within the tier, select a calculation that determines the amount. Example:
    20000
     for prebilling or
    1000
     per unit. When the associated charge item has a calculation rule, the registration-based fee calculation overrides it.
    When creating a calculation that includes a unit count, you must use only an SFPR operand with the "Registration-Based Fees" prefix for the unit field to help ensure accurate RBF calculations. Example: Select
    Registration-Based Fees: Total Registered Units
     instead of
    Total Registered Units
    .
    Assess Prorated Charges Within Tier
    Select to prorate a student's charges when their total registered units reduce, but they remain in the tier. Workday always prorates charges:
    • When students move to a lower tier.
    • According to the charge adjustment schedule of the student charge item.
    Student wash period policies can prevent Workday from posting prorated charges.
Assign the registration-based fee to academic units or programs of study.
