FAQ: Why Didn’t an Employee Receive the Main Engagement Question?

Workday Peakon is transitioning to a Flexible Listening Question model.
  • For customers with production instances created from March 31, 2026, onwards
    : You use the Flexible Listening Question model. In this model, drivers consist of questions, and all questions have equal status; there are no "main" questions.
  • For customers with production instances created before March 31, 2026
    : You continue to use the existing question model with the driver, sub-driver, and main question structure until the 26R2 and 27R1 release cycles.

Classic Model (Instances created before March 31, 2026)

This typically happens because the employee already answered the question within the timeframe you selected, so the question wasn't due again for that specific employee.
Example:
You configured your survey and main question frequency as follows:
  • Survey frequency: Monthly.
  • Main question frequency: Monthly.
This configuration means that a new survey launches every 4 weeks, and the main question displays for all employees who haven't answered it within the last 4 weeks.
Your last two monthly surveys were:
  • Survey 1: Tuesday, 6th June 2023 - Tuesday, 20th June 2023.
  • Survey 2: Tuesday, 4th July 2023 - Tuesday, 18th July 2023.
The employee have answered Survey 1 on 16th June. When the Survey 2 launched 2.5 weeks later, the question wasn't due yet for the employee.

Flexible Listening Model (Instances created from March 31, 2026, onwards)

In the Flexible Listening model, there are no "main" questions. If an employee does not receive a specific question, it is because the rotation algorithm has not selected it for their current survey round based on their previous response history and your configured question frequencies.
If an employee haven’t received a question, you might have updated the question frequency settings recently. These conditions changed at a time that impacted which employees received specific questions.
Alternatively, it can happen that the employee is part of multiple survey schedules (Example: the company survey and a new-starter survey) and they already answered the question on the other survey within your selected timeframe.

Recommendations

To include a specific question on the survey for all employees, use one of these configuration options:
  • Manual Frequency: Set the survey to Manual frequency, where the survey asks all active questions in every round.
  • Every Survey (Flexible Listening question model) / Always (Classic question model) Frequency: Set the frequency for the question or question group to Always.
