Steps: Set Up Headcount Planning

  • Enable and set up Human Capital Management (HCM).
  • Enable and set up Workday Workforce Planning. Workday Workforce Planning is a separate product (SKU) that requires a separate license.
  • Enable user sync and sync your first user.
  • The supervisory organizations that you want to include on your headcount plan use the position management staffing model.
You can use headcount plans for bottom-up or top-down, position-level workforce planning using activated workforce planning configuration managers. Plan participants use forms to enter position data for their organizations, and plan controllers manage the planning process. This combination enables you to use live workforce planning data to plan while keeping that data synced with your personnel modeled sheet.
Set up security to determine who can:
  • Create headcount plans.
  • Control headcount planning events.
  • Participate in the planning process by entering position data.
You can also set up your business process to determine which actions users can take while the headcount planning is in progress.
  1. Set up the integration system user (ISU) that runs the background jobs for headcount planning.
  2. Set Up Assignable Roles.
    If roles with these functions don't already exist, we recommend that you create roles for:
    • HR planning administrators. These users can create headcount plans and control planning processes.
    • Workforce planners. These users can enter or change position data for their organizations.
    On the

    Supervisory Organization

  3. For every supervisory organization that you include on the plan, assign someone to every role involved in the planning process.
    If you created new assignable roles for headcount planning, add the new roles to your organizations as you assign workers to roles.
    To plan for many organizations with planners who you might assign to more than 1 organization, we recommend that you assign these planners to rollup organizations whenever possible. This helps ensure that you create and distribute My Tasks items appropriately. If planners plan for multiple organizations, we automatically consolidate their My Tasks items. We recommend that you structure your planners so that everyone can review their changes.
  4. Create or change existing security groups for your:
    • Plan creators and controllers.
    • Plan participants.
    We support the

    security group type for plan participants.

  5. Edit Domain Security Policies.
    Configure the domain security policies of these domains:

    Give view and modify access to the plan participant security group.
    Process: Headcount Planning
    in the Adaptive Planning for the Workforce functional area
    Give view and modify access to the plan controller security group.

    in the Adaptive Planning for the Workforce functional area
    Give view and modify access to the headcount plan creator security group.
    Compensation Details: Headcount Planning
    in the Adaptive Planning for the Workforce functional area
    Give view and modify access to users that need to view and modify compensation data on headcount plans and headcount forecast plans, and view data on reports. To enable users to change a position's supervisory organization, give those users modify access on both the current and new supervisory organization.
    Also ensure that your plan participants have domain access to the dimension prompts that they need to pick from on their forms. See Reference: Dimension Access for Headcount Plan Participants.
  6. For the
    Headcount Planning
    business process, add security groups who can perform these actions:

  7. Activate Pending Security Policy Changes.
  8. Edit Business Processes.
    For the
    Headcount Planning
    business process, add the shared participation step. This step enables you to distribute your headcount plan to your planners using My Tasks items. You can add other steps.

When you create a headcount plan for 10, we create 1 My Tasks item for each person.
Scenario 2
You assign your managers to planning roles on the organizations like this:
  • 10 (10 Regional Manager)
    • 10.1 (10 Regional Manager)
      • 6000A (10 Regional Manager)
      • 6000B (6000B Store Manager)
    • 10.2 (10 Regional Manager)
      • 1000 (1000 Store Manager)
When you create a headcount plan for 10, we create these My Tasks items:
  • 10 Regional Manager receives 1 My Tasks item for: 10, 10.1, 6000A, and 10.2.
  • 6000B Store Manager receives 1 My Tasks item.
  • 1000 Store Manager receives 1 My Tasks item.
Scenario 3
You assign your managers to planning roles on the organizations like this:
  • 10 (no planner assigned)
    • 10.1 (10 Regional Manager)
      • 6000A (10 Regional Manager)
      • 6000B (6000B Store Manager)
    • 10.2 (10 Regional Manager)
      • 1000 (1000 Store Manager)
When you create a headcount plan for 10, we create these My Tasks items:
  • 10 Regional Manager receives 1 My Tasks item for: 10.1, 6000A, 10.2. During bottom-up headcount planning, they can't submit their My Tasks item until 6000B Store Manager submits.
  • 6000B Store Manager receives 1 My Tasks item.
  • 1000 Store Manager receives 1 My Tasks item.
To enable 10 Regional Manager to more freely submit their My Tasks item during bottom-up headcount planning, we recommend that you either:
  • Assign them as planner for 10.
  • Create 1 headcount plan for 10.1 and separate headcount plan for 10.2.

You assign your managers to planning roles on the organizations like this:
  • 10 (10 Regional Manager)
    • 10.1 (10.1 State Manager)
      • 6000A (10 Regional Manager)
      • 6000B (10 Regional Manager)
    • 10.2 (10.2 State Manager)

When you create a headcount plan for 10, we create these My Tasks items:
  • 10 Regional Manager receives 1 My Tasks item for: 10, 6000A, 6000B, and 1000.
  • 10.1 State Manager receives 1 My Tasks item.
  • 6000B Store Manager receives 1 My Tasks item.
  • 10.2 State Manager receives 1 My Tasks item.
  • 1000 Store Manager receives 1 My Tasks item.
When 10 Regional Manager submits, they submit for 10, 6000A, 6000B, and 1000. When they submit during bottom-up headcount planning, 10.1 State Manager and 10.2 State Manager can't review their changes for 6000A, 6000B, and 1000. When they submit during top-down headcount planning, 10.1 State Manager and 10.2 State Manager can't review their changes for 10.
To ensure that all planners can review their changes, we recommend that you either:
  • Assign another planner for 10.
  • Assign other planners for 6000A, 6000B, and 1000.
